"Settings" option missing in V3.61 and 3.62

The said option button is simply not there. I've tried searching it, yes searching it.

If I run V3.6, the same is there between 'Import' and 'Folder Panel' buttons. But in the later versions it is not.

Pls help.

The Settings dialog is now accessed by clicking the menu item Program and then Settings.
