Add 10 first characters of directory name

Hello !
I would like to add to the existing file names the 10 first characters of the directory name

Example
Filename: "birthday sarah 036.jpg"
Directory: "2017-09-15 Pictures taken by James"

I want to get
Filename: "2017-09-15 - birthday sarah 036.jpg"

Any idea ?
