Renaming from a file

I'm not sure if this does that or not suppose I have 10 images, and then I have 10 titles for them that are different.

Maybe:
A day in Kansas
A day in Missouri
A day in Iowa
A day in Florida
etc.

Is there a way (or could there be a way) for me to have a list of titles in an XLS file or CSV file or even a TXT pad and then have the renamer draw them one at a time from that list to rename the 10 files?

I suppose if they repeat (maybe only 4 titles for 10 files) it might look something like:

A day in Kansas
A day in Missouri
A day in Iowa
A day in Florida
A day in Kansas 1
A day in Missouri 1
A day in Iowa 1
A day in Florida 1
A day in Kansas 2
A day in Missouri 2

(though ideally, I'd have enough titles to match the files)

So... can it do that? Can it be made to do that?
If so, I'll buy a business license, and recommend it to a dozen people.
