Rename folder to a file in it with specific extension

So I have a bunch of folder named with random numbers.
Would it be possible to extract a name of a file in that folder and rename it after the filename?

is there anything specific about the filename you want to use?
you could create a list of the filenames you want to use.
then use LIST batch method to apply the rename to the folders in question.
