How can I rename based on the Windows 10 Explorer Date field?

Hello there. The pictures I want to rename have no exif, and useless Date Modified, Date Accessed and Date Taken columns. The "Date" column however looks like the accurate date they were taken. The question is: Can you please walk me through how to rename the files to their “Date” column, so that the format equals 2000-12-28-18h50m40 ?
