App Starts Opening - But never creates window for adding files

I open the app (Windows 10 Pro) and it appears in the Tray of apps, but no window ever opens. I had it installed in the past and working, but it no longer works.

I have also tried Running as Administrator, no luck.

Any help would be appreciated.
