suggestion: Adjustments to "list replace" method: Insert new lines & change rule order

In the "list replace" method, one can only add additional rules at the end of an existing rules list It would be helpful to have a way to insert blank lines in the middle of an existing list (or add some blanks at the top of an existing list of rules).

Additionally, the ability to adjust the order of rules in an existing list (move a rule up / down) as can be done with the main rules list, would make it faster and easier for users to get things properly placed to achieve the desired output.
