Tag values

Simple question

With images and videos from the same camera:

Should <Video Date Hour> out of video produce the same result as <Img Hour> out of image file when both the video and image were captured at the same time?

Previously when the camera was not set DST, <Img Hour> was an hour behind the value of <Video
Date Hour> whether that was due to DST or not I don't know!

I have a very complex issue that's almost too complex to easily explain, but an answer to the above will aid me greatly.
