Images by GPS data COUNTRY, CITY in FOLDERS

Hello everyone,
I want to rename many many pictures and videos.
Before 2018 I was mostly able to do that with PictInfExtractor.
Now I want to sort the pictures from the last 4-5 years by GPS data COUNTRY, CITY in FOLDERS. Unfortunately, PictInfExtractor is not able to.

For pictures I will
1. ORDER, sort AND rename by GPS country and city if it exists if it doesn't exist
2. According to the image creation date, if it is available if it is not available, alternatively according to the modification date, etc.
