How do i restructure these folder titles?

I'm trying to change some folder names, how can I achieve this? Thanks! Please note that the job position after the name can vary. Sometimes with many words so it should ignore anything after the "-username".

TO: IBM - Julie - 2022-05-09 - Accounting

TO: IBM - Michael - 2023-02-22 - Security

TO: Microsoft - Vanessa - 2014-08-19 - Human Resources

FROM: CISCO 2022-05-07-Daniel Lead Developer
TO: CISCO - Daniel - 2022-05-07 - Lead Developer
