Randomize modified dates and times

Hi there,

Is there a way (script maybe?) that randomizes the existing modified file dates and times?

zero padded

Day: from 01-28
Mth: 01-12
Year: 1920-2015

Time: 00:01:00 - 23:59:59

example:
fm: 06-12-2016 07:43:00
to: 13-07-1954 18:53:58
