Changing file names by linking to Microsoft Access

Hello,

Is this software capable of changing file names by linking to tables in Microsoft Access?

For example, I would like to change:

cab0004_p18427 (3)
to
106595_p18427 (3)

It involves replacing the first 7 unique characters to a unique six-digit number. The six-digit number that corresponds to the first 7 characters is stored in Microsoft Access tables.
